All companies and public entities operating for anything over a couple of years experience issues with finding and utilizing useful information and data buried in heaps of documents from various sources, periods and in different digital and analogue (paper) formats.

Especially enterprises that regularly interact with multiple external partners and stakeholders often face the challenge: high-volume, high-stakes document processing, coming from various external entities — each with their own formats, conventions, and levels of structure.

In the second quarter of 2025, Blockstruct was engaged to solve exactly this problem.

Over a three-month delivery period, we developed and implemented a production-grade AI-enabled processing and automation solution connecting more than 100 stakeholders, regularly processing tens of thousands of documents, and supporting a business process with a significant financial component.

The Business Challenge

Our client operates a business-critical process that depends on continuous correspondence with over 100 local government entities. Each of these entities submits information in their own way:

  • Physical letters, computer-generated PDFs, scans of paper documents, emails

  • Unstructured and semi-structured documents, wildly inconsistent layouts and terminology

  • Free-form text mixed with tables, photos and images, dates, personally identifiable information and financial data, including payment/money transfer instructions

Before Blockstruct’s involvement, the process was:

  • Depended almost entirely on manual effort from highly skilled employees, who were tasked with repetitive document review and data entry across multiple fragmented systems.

  • Widely perceived as monotonous and demoralizing, resulting in stress, declining morale, and significant employee turnover.

  • Tracked and managed through multiple large Excel spreadsheets - very quickly becoming incomprehensible and extremely error-prone, as simple action such as list sorting or filtering could delete all links between related data

  • Dependent on manual data entry across various forms and systems, making traceability of executed business processes extremely difficult

  • Nearly impossible to reliably to track, reconcile, and audit

As document volumes increased, the team reached a breaking point:

  • Processing speed could not keep up with demand

  • Errors became harder to detect and correct

  • Maintaining consistency across spreadsheets and forms was increasingly risky
