Managing parking fees at scale is a complex operational task. When hundreds of parking locations, thousands of vehicles, hundreds of authorities across countries, and strict legal requirements intersect, even small inefficiencies can quickly spiral into operational chaos.

Blockstruct was engaged to design and implement a comprehensive, end-to-end solution for managing parking fee enforcement across 100+ parking locations, owned by multiple parties, and subject to clearly defined — and legally enforceable — usage rules.

The Business Challenge

The client operates and manages a large number of private parking areas, including ground-level lots and garages, each governed by clearly signposted usage rules (e.g. limited free parking followed by hourly fees).

When a vehicle violates these rules:

  • Entry and exit are documented via video monitoring

  • Timestamps establish the duration of the stay

  • A violation case must be created and processed

At scale, however, the real complexity begins after the violation is detected.

To invoice a violation fee, the vehicle holder must first be identified — a process that requires interaction with multiple local authorities, each responsible for different license plate jurisdictions. Authorities respond asynchronously, in different formats, and under varying timelines — sometimes weeks, sometimes months.

Complicating matters further:

  • Authorities may request additional documentation

  • Fees for vehicle holder identification vary

  • Responses may be partial, delayed, or difficult to reconcile

  • Financial transactions must be tracked precisely

  • Legal escalation steps must follow strict rules and timing

Before Blockstruct’s solution, much of this work relied on manual coordination, email and letter handling, spreadsheets, and institutional knowledge — making the process error-prone, slow, and difficult to audit.
